4 tablespoons grapeseed oil or corn oil, divided
1 1/2 pounds broccolini, bottom 1 inch of stems trimmed
1/2 cup water, divided
1 medium onion, chopped
2 small dried red chiles (such as chiles de árbol), seeded, chopped
3 garlic cloves, minced
2 tablespoons fish sauce (such as nam pla or nuoc nam)
1 teaspoon sugar
1 teaspoon freshly ground black pepper
