Steps:
- Brown meat, onion, garlic. Add salt, sauce, water, paste, sugar, bay leaf, rice. Cover. Simmer 20-25 min til almost fully cooked. Parboil or microwave (3-5 min.) 4 green peppers to soften. Stuff with beef/rice mix. Top with cheese. Bake 350 for 1/2 hour uncovered.
