Steps:
- For topping: Saute bread crumbs, garlic, jalapeno in olive oil, then season with salt and pepper and set aside. For fish: Preheat oven to 475. Cut parchment paper squares about 8x8 inches. Spray or brush lightly with oil. Arrange tilapia, scallions, peppers, lemon zest and shrimp in single serving portions on each parchement paper. Drizzle with lemon juice OR white wine OR broth. Fold packets up and staple closed. Bake 10-12 minutes on baking sheet. Cut open packets carefully with scissors and slide each portion onto a dinner plate.
