1 tablespoon butter
1 cup white rice
1/4 red bell pepper, chopped
1 box chopped frozen broccoli, defrosted and squeezed dry in kitchen towel

4 ½ cups water
2 teaspoons salt
2 cups uncooked long grain white rice
½ cup white sugar
1 cup half-and-half cream
