In a medium mixing bowl, use a pastry cutter to cut the butter into the baking mix until there are small chunks of butter about the size of peas. Stir in the cheddar cheese and garlic powder. Using a large fork or spoon, lightly stir mixture together while drizzling in the milk, only until the mixture is combined. Do not overmix as it will result in tough biscuits. Drop 1/3 cup portions of the dough onto the baking sheet (I used an ice cream scoop). Bake for 12 to 14 minutes, or until the tops of biscuits are beginning to lightly brown. Make the Garlic Butter while the biscuits are baking by melting butter is a small bowl in the microwave. Stir in garlic salt and parsley.
