Steps:
- Combine cooked macaroni, celery, onion, parsley, carrots, and eggs; set aside.
- Boil the next 5 ingredients until sugar and flour dissolve; allow to cool.
- Stir in mayo and mustard; pour over macaroni mixture. Mix well.
- Serve cold.
