Steps:
- Dust the ribs with chili powder, salt and pepper. Brown in large pot, set aside. Iin same pot, brown onions, celery and garlic. Place in slow cooker, place ribs on top. Mix wine, chicken broth and spices. Pour over ribs. Simmer in slow cooker on low for 8 hours.
