Steps:
- Preheat oven to 425. Trim, peel, and cut carrots on a diagonal into 1/2 inch thick pieces. Trim and thinly slice scallions, mice whites, set aside greens. Peel and mince thumb sized piece of ginger.
- In a large bowl, combine mayo, sour cream, honey, 1 tbsp soy sauce, and siracha. Set aside.
- Place carrots on a baking sheet. Toss with oil, salt, and pepper. Push to one side of sheet. Roast for 10 minutes.
- Cook rice with half the sesame seeds.
- Combine beef, panko, ginger, scallion whites, 1 tbsp soy sauce, salt and pepper. Form into 10-12 1 1/2 inch-meatballs.
- Remove carrots from oven. Place meatballs on empty side. Roast until cooked through (14-16 minutes).
- Toss cooked meatballs in the sauce. Plate with rice and carrots. Garnish with scallion greens and remaining sesame seeds.
