Steps:
- 1. Preheat oven 350 degrees/ Combine the shallot, orange zest , lemon zest, garlic and 1 tbsp olive oil. Season the salmon with salt and coat with zest mixture. Bake until fish flakes easily and opaque it the center. 25 to 30 minutes
- 2. Meanwhile mix the remaining ingredients together and serve over the salmon
