These patties are so good , I serve them with mashed potatoes and use the sauce as the gravy.

Steps:
- 1. In a large bowl combine : egg , oats , green pepper , onion and salt.
- 2. Crumble beef over mixture and mix well.
- 3. Shape beef mixture into 4 oval patties.
- 4. In a large skillet brown patties on both sides.
- 5. Place patties in an un-greased 8x8 baking dish.
- 6. Combine soup , water and pepper ; pour over top of beef ; cover.
- 7. Bake @ 350 deg. for 30-35 minutes.
