¼ teaspoon red pepper flakes
½ cup orange juice
½ cup brown sugar
¼ cup distilled white vinegar
¼ cup soy sauce
2 tablespoons cornstarch
2 tablespoons cold water
1 teaspoon sesame oil
white rice, for serving
3 scallions, thinly sliced, for garnish
