1/4 teaspoon pepper
2 (8 ounce) cans no-salt-added tomato sauce (or regular)
1 (2/3 ounce) package Italian salad dressing mix

nonstick cooking spray
1/2 cup water
2 teaspoons Worcestershire sauce
1/2 teaspoon beef bouillon granules
1/2 teaspoon dried basil
4 medium potatoes, peeled and quartered
4 small carrots, cut into 1 inch chunks
1 stalk celery, cut into diagonal 1 inch chunks
1 small onion, chopped
1/4 cup cold water
2 tablespoons flour
