Steps:

Steps:

  • Bring water to a boil in a small saucepan. Add rice to boiling water and cover. Cook over very low heat until water is absorbed and rice is tender. Cool.

1 tablespoon plus 1 1/2 teaspoons balsamic vinegar
1/4 teaspoon Dijon mustard
1 yellow bell pepper, ribs and seeds removed, cut into 1/2-inch pieces
1/2 red onion, finely chopped
2 celery stalks, cut into 1/2-inch pieces
1/2 English cucumber, quartered lengthwise and cut into 1/4-inch slices
6 ounces cherry tomatoes, quartered
1/4 cup coarsely chopped fresh cilantro
