Steps:
- 1. Heat oil in medium sized saucepan over medium heat. Add garlic and cook until fragrant and golden. Do not overcook garlic will become bitter.
- 2. Stir in juice, water, cumin, oregano, and salt and pepper.
- 3. Bring to a full boil. Check for seasoning and let cool until reaches room temperature.
- 4. Store in refrigerator tightly closed.
