Steps:
- Brown the ground beef and add salt, sugar, garlic and tomato sauce. Simmer 20 minutes Pour beef mixture into 2 quart casserole and add remaining ingredients and mix. Bake for 20 minutes @ 350 degrees. Enjoy!
