Steps:
- Preheat oven to 350 degrees. In a large bowl, cream together the brown sugar and butter. Mix in the egg, vanilla and milk. Stir in the flour, baking powder and soda and salt until well combined. Stir in the oats and the raisins. Grease a cookie sheet and drop batter using a spoon. Bake for 8 to 10 minutes or until golden brown.
