Steps:
- 1. Add baking soda to the milk and lightly stir. Set aside
- 2. Blend brown sugar and softened butter
- 3. Add eggs and blend well
- 4. Add flour and milk alternately. Add cinnamon and baking powder.
- 5. Mix in oats and raisins with a spoon. Mix until all is combined.
