Steps:
- 1. Cook elbow macaroni in boiling water for 8 minutes. Drain and rinse in cold water.
- 2. Combine the elbow's, shredded carrots, pepper and the onion in large bowl.
- 3. In food processor or mixing bowl, blend the mayo, sweetened condensed milk, sugar, vinegar, salt and pepper until very smooth.
- 4. Pour mayo mixture over elbow's and toss gently to coat. Cover and let refrigerate over night. 10 points per serving
