Steps:
- 1. Brown beef in a large pot or Dutch Oven or a large skillet on medium heat in 1 tbsp. olive oil. Drain off grease. Add remaining tablespoon of olive oil, onion and green pepper and cook until vegetables are tender.
- 2. Add pasta, water, tomato sauce, garlic and salt. Stir.
- 3. Cook, covered, simmering, for 14 to 16 minutes or until pasta is soft and has absorbed all the liquid. Stir every few minutes to make sure pasta is not sticking to bottom of pot. If it gets dry before pasta has fully softened, add a little more water. Stir in evaporated milk. Bring to a boil; remove from heat. Stir in cheese.
