- In same pot over medium-high heat, melt butter. Add onion and cook until tender, about 5 minutes. Stir in flour, nutmeg, 1 teaspoon salt, and 1/4 teaspoon pepper. Remove pot from heat. While stirring, gradually add milk. Return pot to medium-high and bring to a boil, stirring constantly, until mixture is smooth and thickened, about 3 minutes. - Preheat the oven to 350 degrees F. Grease a 9-inch square baking dish, or a 9-10 inch tart dish.
- Place the chopped carrots in a pan. Cover with water, then cover with a lid. Bring to a boil and simmer until fork-tender, usually 20-25 minutes. (The carrots should be very soft.)

- Slice carrots one inch thick and steam until very tender, about 15 minutes.
- Puree in a blender or food processor.
- Butter the bottom and sides of a 9 X 13 inch baking dish.
- Sprinkle with sugar.
- In a saucepan, cook onion in 1/3 cup butter over medium heat until tender, but not brown, about 2 minutes.
