½ cup hot milk
½ cup cream cheese, softened
½ cup chopped green onions, divided
1 egg, lightly beaten
3 tablespoons butter
3 cloves garlic, crushed and chopped, or to taste
½ teaspoon salt
½ cup shredded Cheddar cheese

Steps:
