¾ cup flour
2 tablespoons cocoa powder
1 tablespoon nonfat milk powder
½ teaspoon kosher salt
¼ teaspoon baking powder
⅛ teaspoon baking soda
1 stick (8 tablespoons) unsalted butter, super soft
⅓ cup sugar
¼ cup light brown sugar
1 egg
1 teaspoon mint extract
½ teaspoon vanilla extract
¼ cup white chocolate chips, plus more for the top
2 tablespoons chocolate chips, plus more for the top
5 mint chocolate Oreos cookies, broken into pieces, plus more for the top

2 teaspoons creme de menthe liqueur
