1/2 cup sour cream
4 Tbsp mayonnaise
2 Tbsp white vinegar
1/2 tsp dry mustard
1/2 tsp celery salt
1/2 tsp pepper
salt to taste
green onion, sliced (optional)

1 1/2 cups celery, finely chopped
