- Preheat the oven to 350 degrees F. Line a rimmed baking sheet with parchment.

- In a large skillet, saute onion in 1 tablespoon oil for 3-4 minutes or until tender. Add garlic; cook 1 minute longer. - Place the garlic and jalapeno in the bowl of a food processor. Pulse 10 times to coarsely chop. Add onion, and pulse 10 more times. Add the bell pepper and cilantro and pulse 10 more times. There should be about 3 cups vegetables chopped medium fine.
- Combine all of the ingredients.
- Divide the mixture into 4 equal parts. Form into mounded ovals that do not touch in a 9-by-13-inch heatproof glass pan.
