1 cup rolled oats
½ cup orange juice
½ cup boiling water
½ cup butter
½ cup packed brown sugar
⅓ cup white sugar
2 eggs, lightly beaten
1 cup all-purpose flour
1 teaspoon baking powder
1 teaspoon baking soda
¾ teaspoon salt
¼ teaspoon ground nutmeg
1 teaspoon vanilla extract
1 cup raisins

Steps:
