1 large onion
1/2 green pepper
2 cloves garlic
2 teaspoons chili powder

2 (16 ounce) jars whole tomatoes, drained
2 cups rotini pasta (2 cups uncooked that is)

1 3/4 cups milk
3/4 cup heavy whipping cream
5 tablespoons butter
