13 ounces ragu spaghetti sauce or 13 ounces any brand spaghetti sauce, as much as you need to cover the macaroni

2 large carrots, peeled and chopped
1 medium onion, chopped
1 medium green pepper, chopped
1 garlic clove, minced
1 lb lean ground beef
1/2 teaspoon pepper
2 (28 ounce) cans whole tomatoes in puree
1 1/2 teaspoons oregano
1/2 teaspoon sugar
8 ounces elbow macaroni
1/4 cup parsley, minced
1 cup cheddar cheese, shredded
