Steps:
- 1. Heat the peanut oil in a medium saucepan. Add the bell pepper and onion; cook over medium heat, stirring often, until the onion begins to brown.
- 2. Add the rice, water, tomato paste, black pepper, salt, and lime juice; mix well. Bring the liquid to a boil.
- 3. Add the olive oil to the rice mixture; reduce the heat, and simmer, covered and undisturbed, until all the liquid is absorbed, about 20 minutes.
- 4. Serve hot.
