Steps:
- Combine the sauce ingredients. Place the ribs in a shallow pan; cover with the sauce. Bake in a pre-heated 350 degree oven for 1 hour, basting every 15 minutes. Grill the ribs over high heat, meaty side down, about 5 minutes per side, brushing with the sauce. Cut up the ribs along the bone. Serve on a platter and sprinkle with scallions (optional).
