Steps:
- 1. Sift the first 4 ingredients into a large bowl and then add the grated orange zest.
- 2. Make a well in the center and pour in the egg, milk, orange juice and oil.
- 3. Stir just enough to moisten.
- 4. Pour into a 9\" square pan.
- 5. Sprinkle the well mixed streusel ingredients, evenly over the top.
- 6. Bake in a 350 oven for about 30 minutes.
