Steps:
- 1. After making meatballs, strain oil and use to brown meats, onion, pepper, garlic and salt. Add ingredients down to the water. Skim fat from surface, bring to a boil. Add all but basil, simmer about 2 hours. Tilt lid to allow some of the steam to escape. Keep sauce bubbling slightly. Add meatballs, simmer 1 hour to thicken. Add basil.
