- In a large bowl, combine the oats, eggs, green pepper, celery, onion and salt. Crumble beef over mixture and mix well. Shape into eight oval patties. In a large skillet, brown patties on both sides; drain., Place patties in an ungreased 13-in. x 9-in. baking dish. Combine the soup, water and pepper; pour over beef. Cover and bake at 350° for 30-35 minutes or until the meat is no longer pink.
