Steps:
- 1. Combine cubed beef, 1 quart water, onion, bell pepper, worcestershire sauce and soy sauce in a dutch oven.
- 2. Place over medium-high heat and bring to a boil.
- 3. Add garlic powder, seasoned salt and black pepper.
- 4. Reduce heat and simmer for about 1 hour.
- 5. Mix self-rising flour and 1 cup water and stir into hot mixture.
- 6. Cook over medium heat until thickened.
- 7. Serve over cooked noodles.
