FLEMING'S POTATOES image

1 1/2 Cups heavy cream
1 Cup half and half
2 teaspoons salt
1 teaspoon finely ground black pepper
1 small jalapeno, finely diced
3 ounces diced leaks (use only the bottom 3 inches, cut into 1/2 inch pieces)
3 Cups grated cheddar cheese
4 pounds potatoes, peeled and sliced into 1/4 inch circles
