Steps:
- 1. Preheat oven to 325 and lightly grease a 9x13 pan
- 2. BARS: Mix all ingredients together by hand. Press into lightly greased 9x13 pan.
- 3. TOPPING: Mix all ingredients together with a mixer, pour over bar mixture.
- 4. Bake at 325 for 40 minutes
