- Preheat the oven to 400 °F and lightly grease a casserole dish.
- Heat a skillet over medium heat. Add 1 pound of ground beef and cook until evenly browned all over. Remove the cooked beef from the skillet and set aside. Reserve the juices.
- Add 1 tablespoon of olive oil to the pan and saute 1 chopped green pepper, 1 chopped onion, 1 shredded carrot, and 2 chopped celery stalks until tender.
- Return the cooked beef to the skillet. Season with ½ a tablespoon of paprika, ½ a teaspoon of salt, ¾ teaspoon of black pepper, ¼ teaspoon of crushed red pepper, 1 pinch of ground cinnamon, and 1 pinch of ground cloves.
- Stir in ¼ cup of water and ⅛ cup of red wine and heat through. Add the beef bouillon cube to the mixture and stir until dissolved. Remove the skillet from the heat and stir in 2 tablespoons of half-and-half.

- Preheat oven 375 degrees.
- Spray a large skillet with cooking spray and brown ground beef.
- Drain ground beef, if necessary.
