- In a small bowl, stir together the remaining 2 tablespoons sugar with the cinnamon.

Bake two sheets at a time until the edges of the cookies are set but the centers are still soft, 8 to 10 minutes, rotating the sheets halfway through. Transfer the cookies to wire racks for cooling. Repeat with the remaining dough balls. Store in an airtight container.

- Whisk flour, baking soda, and cream of tartar in a medium bowl. Using an electric mixer on medium speed, beat butter in a large bowl until pale yellow, 2-3 minutes. Scrape down sides, add salt and 3/4 cup sugar, and continue to beat until light and fluffy, 3-4 minutes more. Scrape down sides, add egg, and blend until just incorporated. Mix in a separate bowl the egg, soda, baking powder and milk. Add the above wet ingredients to the dry ingredients. Stir by hand to all is moist. Pour into a 8x8 or a 9x13 greased pan. Spoke the topping on and bake at 370 degrees for 20-30 min. Toothpick should come out clean when done.
