Transfer mussels with a slotted spoon to a serving bowl, then transfer cooking liquid to a blender along with cream, basil, and pepper and blend until smooth (use caution when blending hot liquids). Season sauce with salt and pour over mussels.

Tips:
- Choose Fresh Mussels: Select mussels that are tightly closed and have no cracks or chips in the shells. Discard any mussels that are open or have a foul odor.
- Clean the Mussels: Use a stiff brush to scrub the mussels under cold running water. Remove any barnacles or debris from the shells.
- Debeard the Mussels: Use a pair of pliers to remove the beard, a fibrous material that protrudes from the mussel's shell. Grasp the beard firmly and pull it out with a twisting motion.
- Use a Wok or Large Skillet: A wok or large skillet allows for even distribution of heat and prevents the mussels from overcrowding.
- Heat the Oil Over High Heat: High heat is essential for quickly searing the mussels and creating a flavorful sauce.
- Add the Aromatics: Ginger, garlic, and chili peppers add depth of flavor to the dish. Sauté them briefly until fragrant.
- Deglaze the Pan with White Wine: White wine adds a touch of acidity and helps to deglaze the pan, creating a flavorful sauce.
- Add the Mussels and Cook Until Opened: Add the mussels to the pan and cook, stirring occasionally, until they are all open. Discard any mussels that remain closed.
- Finish with Basil and Lime Juice: Basil and lime juice add a refreshing touch to the dish. Stir them in just before serving.
Conclusion:
Stir-fried mussels with chili, garlic, and basil is a quick and easy seafood dish that is packed with flavor. The combination of spicy, savory, and tangy flavors makes this dish a perfect appetizer or main course. Serve it with rice, noodles, or crusty bread for a complete meal.
