- Mix first 8 ingredients together in an electric mixer; mix well.
- Add next 3 ingredients.
- Raisins should be added last.
- Bake at 350°F in 9x13 inch pan for 30-35 minutes; tube pan 40-45 minutes.
- Cool thoroughly and frost if desired.
- For Frosting:Combine frosting ingredients in bowl.
- Beat well, adding more milk or confectioners' sugar to make it smooth and easy to spread.

- Grease and flour two 13- by 9-inch baking pans. Set aside.
- Combine the water and raisins in a saucepan, heat to boiling and simmer for 10 minutes.
- Add the shortening, then allow the mixture to cool.
- Meanwhile, into a bowl, sift the sugar, soda, flour, cloves, cinnamon, nutmeg, allspice and salt.
- Add the cooled raisin mixture, then blend well.
- Add the eggs and stir well.
- Turn into the prepared pans and bake for 30 to 35 minutes, or until the cakes test done.
- Let cool completely on wire racks.
- If desired, ice with Buttercream Frosting.
