2 cups quick oats
3/4 cup granulated sugar
3/4 cup whole milk
1 vanilla bean, scraped (see Cook's Note)

1/4 teaspoon ground nutmeg
1 teaspoon salt
1 teaspoon baking powder
1 egg
Heavy cream
Brown sugar

1 1/2 teaspoons baking powder
