1 teaspoon grated orange zest
2 tablespoons orange juice

3 tablespoons minced fresh tarragon, divided
1 package (6 ounces) fresh baby spinach

1 (14 ounce) can baby beets, well drained and cut in half
1 large navel orange
3 tablespoons raspberry vinegar
2 tablespoons extra virgin olive oil
1/4 teaspoon salt
1/4 teaspoon fresh ground pepper
1/4-1 large shallot, finely chopped
1 tablespoon honey
6 -8 fresh raspberries (to garnish) (optional)
